Loan with or without garantee

The goal of the Fonds local d’investissement (FLI) and the Fonds local de solidarité (FLS) is the development of the entrepreneurship by providing financial support for entrepreneurs in order to:

• create and support viable businesses;
• finance start-ups, the expansion or the acquisition of businesses;
• support the creation and maintenance of jobs;
• contribute to economic development on the MRC des Collines-de-l’Outaouais‘ territory.

The Funds provide a loan without a guarantee. In addition, investments may be made in the form of a participating loan, using either a net profile or an increase in sales, or with a participating stock option. Investments are generally allowed for a period ranging between 1 to 7 years.

Eligibilty Criteria

Any legally constituted company, having its registered office or place of business on the territory of the MRC des Collines-de-l’Outaouais is eligible for these Funds provided that it is registered with the Registre des entreprises du Québec (REQ). As such, all legal forms of business are eligible. Moreover, the majority of the jobs created or maintained by the project must be in Quebec and, more specifically on the MRC des Collines-de-l’Outaouais‘ territory.

Admissible Projects

The investment of these Funds are made when there is a project involving a start-up, expansion or business acquisition within the MRC des Collines-de-l’Outaouais region.

Consolidation projects are authorised when the Local Funds’ portfolio balance permits it. However, these Funds will never intervene in a company whose equity is negative after the financing of the project.
